On July 1, 2012, the Oklahoma Legislature transferred the duties of the Oklahoma State Board of Commercial Pet Breeders to the Oklahoma Department of Agriculture, Food, and Forestry. The Commercial Pet Breeders program licenses dog and cat breeders who have eleven (11) or more intact female animals. In addition, dog and cat breeders with fewer intact female animals may voluntarily obtain a license from the Department. The Commercial Pet Breeders program regulates the care and maintenance of dogs and cats kept for breeding purposes. In addition, the program provides some protections to purchasers of dogs or cats from breeders. An application form to obtain a license is contained on this website, in addition to a copy of the statute and rules governing the Commercial Pet Breeders program. Any person may file a written and signed complaint against a commercial pet breeder by filling out the form on this website.
